Yes it appears that ISP's are refusing to stop people from downloading files illegally.
Most of these companies have said "Our job is not to police the internet but to provide it, if we did police it we would lose more money and customers".
I think the above statment is correct, the only way to ease off the illegal downloading of files, is to make things like music, videos, and software cheaper (look at adobe).
Think about it, if these companies stopped charging over the top prices then people would be more encouraged to buy them more. But with that saying it won't stop it completly but it will be a good start.
And yes! about software I am looking at you Adobe £1000 for a suite of software is rediculous. It's not like an average person living on an average budget can just pull £1000 out of thier pockets, adobe .... MONEY DOESN'T GROW ON TREES. Get the damn message.
